The most common fuel policy in Islamabad is “same-to-same” — you return the car with the same fuel level you received it — and for self-drive you pay for fuel yourself, while with a driver, fuel is often included or agreed separately in the quote.


Under a same-to-same policy the business notes the fuel level at handover, and you bring the car back at that same level. If it comes back lower, the shortfall is usually charged, sometimes with a small refuelling fee, so it pays to top up before you return it.
Take a photo of the fuel gauge at pick-up and drop-off so both sides agree on the level. Ask whether any admin or refuelling charge applies if you return the car short, so there are no surprises.
With a driver, fuel arrangements vary. Some quotes are all-in and include fuel for an agreed usage or route; others charge fuel separately, especially for long or out-of-city trips. Always ask exactly what the price covers.
For northern tours and long-distance travel, clarify whether fuel is inside or outside the quote, along with any extra costs such as tolls or an allowance for the driver, so the total is clear before you set off.
