Biometric verification links a person’s fingerprints to their CNIC record held by NADRA. During a vehicle transfer it is now commonly required so the Excise authority — whether the ICT Excise office in Islamabad or the Punjab Excise MTMIS system for Rawalpindi — can be certain that the people signing the transfer are exactly who their documents say they are, rather than someone using forged or borrowed identity papers.

In practice this usually means the buyer and seller complete a fingerprint scan as part of the transfer, either at the Excise facility or an approved verification point. The scan is matched against NADRA’s database in real time, so a mismatch stops the process on the spot. Because requirements and locations can change, confirm the exact steps with the relevant Excise office before your appointment.

For the buyer, biometrics confirm that the person selling the car is the genuine registered owner and not an impostor selling a stolen or disputed vehicle. That single check removes one of the biggest risks in a private sale and makes it far harder for a fraudster to transfer a car they have no right to sell.

For the seller, biometric verification creates a clear, tamper-resistant record that they willingly transferred the car to a specific, verified buyer.
