Car Ownership Transfer in Islamabad

Cars registered in Islamabad are handled by the Islamabad Capital Territory (ICT) Excise & Taxation department, which is separate from Punjab’s system. To move ownership, you submit a transfer of ownership (TO) application together with the original registration book, copies of both the buyer’s and seller’s CNICs, a signed sale agreement, and the seller’s Form-F or transfer-deed signatures. Photographs and the vehicle itself may be required so the office can verify the chassis and engine numbers.

Biometric verification through NADRA is now commonly part of the process, which is why both parties usually need to be present or to complete their biometrics as instructed. Once the application, documents and inspection are accepted and any outstanding token tax is cleared, the record is updated and a fresh registration book is issued in the buyer’s name. Fees vary by engine capacity and the car’s age, so confirm the current schedule directly with the Excise office rather than relying on old figures.

Do not delay the transfer after buying. Until the record shows your name, the seller technically remains the registered keeper, and any challans, tax dues or legal issues attach to their identity — a situation neither side wants. Agree at the point of sale who attends the office and when, and keep the sale agreement, payment proof and copies of all documents until the new book arrives.

Before you buy, verify the car’s existing record against the ICT Excise database so you know the registration is genuine and dues are clear. If the seller proposes an “open letter” instead of a completed transfer, understand the risks first — an incomplete transfer can leave the car in limbo.
