Token Tax & Car Documents Basics

Token tax is the annual vehicle tax paid to the Excise authority, and along with the registration book, CNIC records, sale agreement and any transfer papers it forms the paperwork that proves a car is legally yours and its dues are clear.

Token tax: what it is and why it matters

Token tax is a recurring tax you pay to keep a vehicle legally on the road, collected by the ICT Excise & Taxation office in Islamabad or the Punjab Excise department for Rawalpindi and the rest of Punjab. The amount depends on factors such as engine capacity and, in some cases, the vehicle’s age, and the rates are revised periodically — so rather than trust an old figure, check the current schedule with the Excise office or an official channel.

When buying a used car, always ask whether token tax is paid up to date and request the most recent receipt. Unpaid token tax and any outstanding challans typically follow the vehicle, which means they can become your problem after purchase. Confirming dues are clear before you pay — and keeping proof — saves you from an unwelcome bill later.

The core documents you should understand

The registration book (or smart card) is the central document: it records the owner’s name, the chassis and engine numbers, engine capacity and registration details. Always match these against the physical car and the seller’s CNIC. The sale agreement records the terms and the parties, and the transfer papers — signed by the seller and processed through the Excise office — are what actually move ownership into the buyer’s name.

For imported cars you will also encounter customs and import documents, and for financed cars the bank may hold papers until the loan is cleared. Keep every original and copy organised, including token-tax receipts and payment proof, until the transfer is complete and the new registration book is in your name. If any document is missing, unclear, or does not match the car, pause and verify with the Excise record before proceeding.

FAQ

Taxi on a daily city route in Islamabad
Who pays unpaid token tax on a used car?

Dues generally follow the vehicle, so unpaid token tax can become the new owner’s responsibility after purchase. Always confirm the tax is up to date, ask for the latest receipt, and clear or account for any arrears before you pay for the car.

How much is token tax?

It varies by engine size and, in some cases, the vehicle’s age, and rates are revised from time to time, so we do not quote a fixed amount. Check the current figure with the ICT Excise office in Islamabad or the Punjab Excise department for Rawalpindi.
